Job Description Summary
SAS Finance is seeking a new Grants Manager A or Grants Manager B. This position will report to the McNeil Regional Business Office (RBO) Manager. This position is an integral member of the McNeil RBO and the Netter Center for Community Partnerships.

Job Description

Founded in 1992, the Barbara and Edward Netter Center for Community Partnerships is the University's primary vehicle for advancing civic and community engagement at Penn. It brings together the resources and assets of both the University and the wider community to help solve universal problems such as poverty, health inequities, environmental sustainability, and inadequate, unequal education as they are manifested in the University's local geographic area of West Philadelphia and Philadelphia at large. The Netter Center develops and helps implement democratic, mutually transformative, place-based partnerships between Penn and West Philadelphia that advance research, teaching, learning, practice, and service and improve the quality of life on campus and in the community. The Netter Center works with and serves as a model for other higher education institutions across the United States and around the world.

Position Description/Duties - Grants Manager A

The successful candidate for the Grants Manager A position will have the ability to work with, and the desire to learn from management and experienced colleagues across SAS. The position will have the following responsibilities: Manage proposal development process, budget development and related pre-award issues for a diverse sponsor portfolio. Assist with all aspects of proposal submission (electronic and paper submissions) and necessary follow-up to confirm proper acceptance by sponsor. Apply knowledge of Office of Management and Budget (OMB) Uniform Guidance. Manage post-award processes including monitoring and review of all charges to sponsored projects, reconciliation of accounts, sub award management, effort reporting and production of monthly financial reports for Principal Investigators, including fund projections etc. Monitor compliance to sponsor guidelines. Routinely meet with Principal Investigators to discuss and advise on financial and other administrative related issues related to their research budgets to ensure compliance of protocol submission.

Qualifications - Grants Manager A
  • Bachelor's Degree with 3-5 years of pre- and post-award experience, or equivalent combination of education and experience is required.
  • Experience with federal granting agencies is required
  • Proficiency in Microsoft Excel, Adobe applications, Business Objects
  • Excellent critical thinking, analytical, verbal and written communication is required
  • Ability to apply solid organizational and time management to a deadline driven, multiple priority work environment is required
  • The ability to be comfortable working in a frequently changing environment, and to function as part of a team
  • Familiarity with UPENN sponsored research policies and related financial systems is a plus
  • Candidates must be able to work independently, balance multiple competing priorities, meet deadlines without fail, and proactively follow-up on outstanding issues


Position Description/Duties - Grants Manager B

The successful candidate for the Grants Manager B position will be directly responsible for the overall financial management of the Netter Center's grant portfolio. Serve as a subject matter expert on subgrants, local, state, federal, and foundation grants. Pre-award duties include proposal development, budget development and proposal submission for a complex portfolio. Post-award duties include financial reporting, invoice submission, interim and final report preparation and submission, and effort reporting. Provide guidance, training and coaching to Center staff on the effective financial management of grants. Routinely meet with Principal Investigators to discuss and advise them on financial and administrative issues and deadlines related to their research to ensure effective and compliant portfolio management. Carry out a broad range of transactional responsibilities related to sponsored research, including procurement (BEN Financials), reimbursement (Concur), payroll (Workday), payment requests (Penn Marketplace), and cost transfers. Participate in School-wide and University initiatives to strengthen grants administration.

  • Bachelor's Degree with 5-7 years of financial management experience, or equivalent combination of education and experience is required.
  • Demonstrated ability to develop and manage budgets.
  • Excellent critical thinking, analytical, verbal and written communication is required.
  • The ability to be comfortable working in a frequently changing environment, and to function as part of a team.
  • Advanced proficiency in Microsoft Excel, Adobe applications, Business Objects and able to quickly learn new programs.
  • Familiarity with UPENN sponsored research, procurement, and payroll policies is a plus
  • Candidates must be able to work independently, balance multiple competing priorities, meet deadlines without fail, and proactively follow-up on outstanding issues.
