Job Description Summary
Reporting to the Vice-Provost and Director of Libraries, the Associate Vice Provost for Operations, Access Services and Strategic Partnerships serves as a member of the Vice Provost's administrative team and participates in leadership of Center and University priorities in support of the Libraries' strategic partnerships, prioritizing the advancement of engagements with local, national, and international organizations. The Associate Vice Provost for Operations, Access Services and Strategic Partnership (AVP/OAP) is a principal voice in mapping the Libraries operations, access services and strategic partnership with best practices, policies and procedures, and staff activities, including long-term planning and day-to-day oversight, and supervision of the efforts of Access Services and Resource Sharing; Technical Services (the Information Processing Center); Facilities Projects, Operations; and the Libraries Research Annex (LIBRA) an off-site, high-density storage facility. The AVP/OAP contributes to capital planning and organizational assessment.

In addition to coordinating library services across the system, the AVP/OAP will serve as the Director's principal adviser regarding system-wide operational opportunities and issues. They will work alongside other senior leaders to establish and develop Library-wide goals, priorities, and policies. With the Libraries' commitment to organizational effectiveness and service priorities, assessing and defining its role and commitments across campus, the AVP/OAP will be central in shaping the Libraries' future and will make major contributions to its overall success by ensuring a program that supports the University's strategic priorities.

With the Libraries' commitment to organizational learning and service priorities, assessing and defining its role and commitments across campus, the AVP/OAP works closely with the Office of Impact and Assessment to support, guide, develop, and direct the evaluation of the Library's overall assessment program and ongoing user needs/service quality assessments and surveys. The incumbent relates University plans to the Library's Strategic Plan and Organizational Excellence initiatives. They represent the Penn Libraries in University and external group meetings nationally and internationally.

In collaboration with the Associate Vice Provost for Collections, the AVP/OAP will coordinate the operations of all library locations by leading the evolution of library spaces at Penn Libraries from being passive spaces to learner-centered, from traditional spaces where transactions are exacted to spaces that are laboratories for exploration, creation and the transformation of knowledge. The AVP/OAP will work across the system in developing space utilization performance metrics and assist the Chief Financial Officer and Senior Director of Organizational Effectiveness in the leadership of the Penn Libraries in making planning decisions and resource allocations concerning departmental library space. The AVP/OAP directly leads administrative and operational divisions and departments across the Penn Libraries, access services, technical services, space planning, off-site storage (LIBRA) and security and facilities management. The AVP/OAP will contribute to long-range planning and direction to support the Libraries' campaign and strategic planning priorities.

The AVP/OAP will be central in shaping the Library's future and will make major contributions to its overall success by ensuring a program that supports the teaching, research, and learning mission of the University.

Job Description

Duties:

The Associate Vice Provost for Operations, Access Services and Strategic Partnership (AVP/OAP), will be responsible for the following:
  • Support and assist the Vice Provost with the overall administration of the Penn Libraries in the development of a collective vision for the future of the Penn Libraries that is consistent with the mission and strategic vision of the University and that responds to the changing information needs of the Penn community; coordinates system-wide planning, policy development, resource allocation, and personnel management, in all user operations, access services and strategic partnerships.
  • Administer integral services including facilities, access services and operations, for the Penn Libraries. Coordinate library operations, best practices, policies and procedures, and staff activities, including day-to-day oversight and long-term planning for services, staff, operations, and spaces.
  • Provide planning for and oversight of a multifaceted division of approximately 100 staff and several hundred student workers annually that comprehensively supports the Libraries' general operations for administration, finance, capital planning; facilities and operational management of the physical plants; technical services, which includes description of multi-modal resources through various metadata schemes that are made available from the Libraries' discovery systems; the management of the Libraries' vast print holdings and digital assets across the system, including administrative oversight of our off-site, high-density storage facility, LIBRA; and, for the nationally renowned access services (circulation, reserves, microprint and reader services) and resource sharing services (interlibrary loan, stacks management, shipping and receiving, FacultyExpress, the Scanning Center) serves as the primary interface to users for our primary and secondary resources.
  • Leads in coordination and directs the ongoing strategic planning endeavors for the Libraries in collaboration with the senior leadership team, and oversees the outcomes of strategic initiatives.
  • Support discussions regarding the collective bargaining unit and contract negotiations,represent the Penn Libraries in campus forums related to administrative services, and build relationships with other partners in the state and across the nation to inform our design, assessment, and evolution of spaces and services.
  • Represent the Penn Libraries in University and external group meetings nationally and internationally, including as the designee for the Vice Provost and Director of Libraries when she/he is unable to attend. Serve in a central role in fundraising activities that support other initiatives related to the strategic agenda of the Libraries and University.
  • Administratively sponsor system-wide projects that advance the mission of the Penn Libraries; ensures that goals are met and projects completed in scope, on time, and on budget.
  • Perform additional duties as assigned.


Qualifications:

An MLS, or its equivalent in theory and practice, is required. A minimum of five years of progressively responsible and productive experience working in research libraries, academic or other relevant professional organizations . An understanding of high-quality research universities, their organization and function, and current issues in higher education. A record of excellent working relationships with faculty, students, library staff, and administrators. A vision for the future of university research library services. A record of collegial leadership in initiating user-based library services and programs. An ability to be effective in system-wide planning, oversight, and administration. Excellent communication stills.

Senior managers in the Penn Libraries are expected to provide clear direction and set priorities, clarify roles and responsibilities, and promote mutual understanding through effective communication.

Preferred Qualifications:

An additional graduate degree is preferred (preferably in Higher Education Management).
