The Associate Dean for Finance & Chief Financial Officer (CFO) is an executive-level position reporting directly to the Morton Amsterdam Dean of Penn Dental Medicine (PDM) and functions as a senior member of the Dean's leadership team. A visible and influential leader within the School and at Penn, the Associate Dean/CFO holds senior managerial and fiduciary responsibilities in all financial matters. The position is responsible for oversight of the financial and administrative function of the School, including a budget of $120 million (FY21). The Associate Dean/CFO represents the Dean and serves as spokesperson for the School to the executive and financial levels of the University.

Job Description

KEY RESPONSIBILITIES:

Serve as the School's Chief Financial Officer and key contributor to senior strategy development. Direct School-wide administrative and financial operations with oversight responsibilities in financial administration and clinical revenue cycle, a $30 million enterprise. The position will have a close working relationship with the Offices of Institutional Advancement, Human Resources, Research, Clinical Affairs, Academic Affairs as well as the Dean's Suite, facilities, clinic operations, and information technology.

The CFO develops and communicates high-level administrative and financial strategy to ensure PDM is financially stable, able to take advantage of new opportunities, and conducts routine evaluations of institutional programs to ensure optimal use of resources to meet the highest priorities of PDM. The Associate Dean/CFO is expected to build teams to strengthen the administration, communicate well with all constituencies with transparency and sensitivity and develop robust and nimble strategic financial forecasts to enable long-term planning. The CFO partners collaboratively and confidentially with chairs/department heads, faculty, and staff in facilitating resolution of problems/issues in financial processes that impede efficiency and effectiveness of operations. The CFO must maintain a commitment to the highest ethical and professional standards and must possess personal and professional integrity above reproach, while consistently exercising sound judgement. Responsibilities include, but are not limited to:
  • Serve as a senior member of the Dean's team and a key contributor to, and developer of, strategic decisions. Attend the Dean's Advisory Group meetings and be an active participant.
  • Oversee School-wide budget with operations, budget planning, capital planning, funding opportunities, financial analysis and managerial oversight responsibility for maintaining and ensuring the solid financial position of the School.
  • Plan and execute facilities development, rehabilitation, and expansion; develop strategies for monitoring and managing inventories and purchasing
  • Lead, manage and contribute to the professional development of four direct reports to ensure effective leadership and management of departments: Senior Director of Business Analysis; Director of Fiscal Operations; Director of Patient Financial Services; Manager of Central Billing Office.
  • Develop strategies to increase cash flow - including improvements in revenue cycle management all with a target of increasing days cash on hand. Develop and administer the following activities for PDM:
  • Financial reports both internal and external
  • Financial policies, procedures and systems
  • Reimbursement strategies, reports and appeals
  • Budgeting systems for both operating and capital budgets
  • Financial analysis of new programs, acquisitions and business development
  • All financial aspects of clinic operations including billing, receivables management, inventory, and patient scheduling and admissions processes.
  • Disbursements (payroll and accounts payable) processing


  • Provide support to the Dean in the overall planning and organization of the School of Dental Medicine, including: strategic planning; policy implementation and development; organizational development and resource allocation
  • Ensure compliance with external agencies related to all federal and non-federal sponsored programs.
  • Assessment of budget implications of new initiatives; advise Deans and Vice/Associate Deans on the impact of resource allocation decisions and commitments. Negotiate contracts and agreements with third parties.
  • Develop multi-year planning models to project the impact of changes or new assumptions affecting the school's human, financial and space resources for both the short and long term.
  • Exhibit an appreciation for the importance of planning, collaboration, communication, and benchmarking in problem solving. Exhibit visionary, visible and exemplary leadership in words and actions such that others are inspired to follow.
  • Delegate effectively while maintaining appropriate oversight with a focus on both the short-term goals and long-term strategies of the School.
  • Exhibits the values and behavior of a good citizen in actions with colleagues at the School of Dental Medicine and throughout the University.
  • Communicate naturally, frequently and effectively.
  • Serve as senior liaison to the Office of the Executive Vice President and represent PDM at university senior leadership meetings.
  • Actively benchmark and interpret current financial trends in dentistry and dental school admissions and respond with appropriate action.
  • Participate in professional associations and community service activities.
  • Perform other related duties and participate in special projects as assigned.


Year One Critical Success Factors:

The following critical success factors are the most critical to accomplish in year one to ensure success:
  • Develop a plan with the Dean to ensure a seamless transition to the Associate Dean/CFO role as viewed by the School of Dental Medicine and Penn staff, faculty, students and key constituents.
  • Proactively establish a professional working relationship with each member of the senior leadership team, department chairs and administrative leaders within the School of Dental Medicine and across Penn. Instill confidence and provide executive counsel.
  • Obtain an early grasp on the culture.
  • Assess the School's approach and the development of its budget and financial processes - both short- and long-term - and revise accordingly to ensure it best serves the interests of all constituents.


Education:

The successful candidate will hold a master's degree or more and over 10 years of progressively responsible strategic leadership experience overseeing financial and administrative functions within a university setting. An MBA is preferred.

Professional Experience/Qualifications:

A successful Associate Dean/CFO will be sensitive to and able to adapt to the unique culture of a university environment with both its spirit of academic independence as well as administrative constraints. The ideal candidate will have a successful track record of leading and motivating a staff of highly driven professionals and administrative personnel. The ideal candidate will possess a high energy level and optimism with an orientation toward action, but with a comfort to work in ambiguity. The ideal candidate will be data-driven, but not risk averse, and must be able to encourage trust and transparency through their actions.

The successful candidate will have a record of leading multiple functions within a complex organization, preferably within higher education and/or healthcare. The School of Dental Medicine requires an Associate Dean/CFO with vision, proven leadership ability and a strategic and innovative thinker. This position requires strong negotiation, communication and listening skills. The incumbent must have a strong professional presence and the ability to influence others. Proven experience in an optimization methodology such as LEAN, Six Sigma is highly desirable.

Additional experience/qualifications to be considered:
  • Knowledge of current and emerging issues, trends, and strategies in higher education finance, with familiarity of private/nonprofit finance and accounting is required.
  • Knowledge of clinic operations preferred.
  • Candidates must have a deep understanding of financial and budgeting operations, and proven talent for the development and execution of long-term financial strategy.
  • Demonstrated ability to operate successfully in a constantly changing, fast-paced environment.
  • Demonstrated emotional intelligence and interpersonal skills, initiative, self-motivation, practical learning skills, enthusiasm and an ability to complete multiple tasks in a timely and accurate manner.
  • Work requires ability to ensure adherence to all policies and procedures of university.
  • Experience in public speaking, business presentations, meeting management and business correspondence.
  • Proven experience relating to external constituencies such as governing boards, legislative bodies, public, and other funding agencies and donors is required.
  • Demonstrated commitment to diversity in all of its forms, with the proven ability to interact effectively with diverse groups with sensitivity and tact is essential.
  • An understanding of state and federal regulations governing higher-education institutions and knowledge of Pennsylvania university or state policies and procedures is highly desirable.
  • Strong working knowledge of healthcare/clinic/dental practice and management, generally accepted accounting principles (GAAP) and non-profit accounting to include a history of continuing education is desired.


Salary range is $175,000 - $250,000 (will commensurate with experience).
