Job Description Summary
Assistant Institutional Compliance Officer

The Assistant Institutional Compliance Officer supports the Chief University Privacy Officer & Institutional Compliance Officer in the oversight of compliance for the University and Penn Medicine, with a specific focus on activities within Penn Medicine.

This position will be instrumental in performing day-to-day activities to support the function and will interface with individuals responsible for compliance with laws and regulations throughout the University and Penn Medicine.

The Assistant Institutional Compliance Officer participates in and supports ongoing activities related to the development, implementation, and maintenance of the organization's institutional compliance program in order to ensure compliance with federal and state laws, regulations and guidance as well as University and Penn Medicine policies and practices, where applicable.

Core responsibilities will include, but are not limited to, the following: management of the Navex system/relationship and compliance hotline for Penn Medicine-related reports; triaging and tracking Penn Medicine compliance reports through to completion and performing investigations as needed; promoting the Principles of Responsible Conduct (PRC) and coordinating training on the PRC for new employees; collaborating with responsible areas on assessing processes and procedures they have in place to help ensure compliance; performing periodic assessments to validate compliance processes are operating effectively, benchmarking the University and Penn Medicine compliance program for effectiveness under the U.S. Sentencing Guidelines or similar authoritative guidance, identify any gaps, propose remedial action and assist with the implementation of remedial measures, and validate ongoing compliance.

The Assistant Institutional Compliance Officer may also serve on various internal working groups, steering committees or advisory boards in the role of compliance adviser and/or compliance program oversight.

7-10 years overall experience, with 3-5 years health care compliance experience working in a health care system is preferred.

Job Description

Assistant Institutional Compliance Officer - Principal Role Responsibilities/Duties

1. Foster strong and open communication with stakeholders on compliance matters related to the operations of Penn Medicine and its six hospitals. Collaborate with responsible areas on assessing the policies, processes and procedures they have in place to help ensure compliance for their areas of responsibility. Provide constructive feedback on the quality and comprehensiveness of compliance efforts making suggestions for improving compliance efforts as needed. Develop and maintain strong collaborative working relationships such that you are seen as a trusted advisor.

2. Identify potential areas of compliance vulnerability and risk; collaborate with responsible stakeholders on the development and implementation of corrective action plans for resolution of problematic issues; and provide general guidance on how avoid or mitigate similar situations in the future.

3. Manage, triage and track NAVEX hotline compliance reports relating to Penn Medicine through to completion. Perform investigations either alone or in coordination and collaboration with other responsible stakeholders and, when necessary, legal counsel.

4. Maintain a working understanding of the contemporary healthcare compliance landscape, with a specific focus on compliance issues affecting Penn Medicine. Keep abreast of new and emerging compliance risk areas based on new or proposed laws and regulations. Cultivate relationships with peers and subject matter experts to facilitate anticipatory evaluation of new regulations, enforcement focus or other compliance initiatives. Share information with OACP team and relevant areas around the University and Heath system responsible for compliance.

5. Promote and ensure adherence to the Principles of Responsible Conduct (PRC); coordinating training on the PRC for new employees; utilize various methods of communication to raise awareness and provide guidance to management and employees.

6. Conduct annually a compliance risk assessment which would be a significant input into the OACP work plan. Identify and provide input into Institutional Compliance and Internal Audit work plans targeting areas of highest compliance risk in Penn Medicine for audit or assessments. Assist the Internal Audit team as needed when performing audits or assessments of compliance.

7. Monitor and identify opportunities to strengthen overall compliance activities within and across Penn Medicine through the promotion of consistent policies, procedures and/or practices. Participate in policy development as needed. Periodically benchmark the Penn Medicine's compliance program for effectiveness under the U.S. Sentencing Guidelines or similar authoritative guidance, identify any gaps, and propose remedial action and assist with implementation of remedial measures.

8. Prepare periodic reports and dashboards highlighting key compliance metrics and / or other key elements of the compliance program for senior management and the Trustees.

9. Perform other related duties and participate in special projects as assigned.
