About the Office

The Commission on Gender Equity (CGE) is leading the City’s efforts to make sure every girl, woman and gender non-binary individual throughout the five boroughs is treated equally and feels safe. We are putting the full force of municipal government—which is the city’s largest employer—to work on behalf of this cause. CGE is working collaboratively with City agencies on three key areas: economic mobility and opportunity; public safety; and health and reproductive justice.

About the Role

The Deputy Executive Director for External Affairs reports to the Executive Director for the Commission on Gender Equity and is responsible for developing and executing External Affairs strategies across communications, public education and engagement, and special projects, that build the reputation and expand the reach of the Commission on Gender Equity (CGE) in policy, advocacy, research, and community engagement. This staff member is responsible for identifying significant media and public policy issues that can be leveraged to support CGE's work, and create and implement plans to implement these priority areas.

This senior staff member will develop a pioneering multiyear external affairs plan that is aligned with, and which furthers, the CGE strategic plan, including programmatic and policy areas of emphasis. Strategies will leverage policy, advocacy, community relations, media relations and issues management strategies. This position will provide strategic communications advice to the Executive Director and the Commission at large.

Responsibilities include but are not limited to:

  • COVID-19 Response and Recovery
    • In partnership with Executive Director, develop and manage convenings, community outreach, and interagency efforts related to gender equity and COVID-19
    • Develop messaging and content to amplify COVID-19 gender equity related resource sand information via digital and traditional media efforts
    • Oversee COVID-19 reporting process and coordination with the Office of the First Lady and Intergovernmental Affairs


  • Communications
    • DevelopandimplementaCGECommunicationsstrategyacrossdigitalandtraditional media platforms to amplify CGE’s work and key messages, as well as the broader gender equity work of the Administration.
    • Arrangeandpromotehigh-profilespeakingandmediaopportunitiesforCGEleadership and Commissioners
    • ManagemediarelationshipsandcoordinatingamediastrategytoamplifyCGE’sworkand key messages including op-eds, TV, podcasts, in a wide variety of local, national, and international outlets.
    • Prepare talking points, speeches, presentations and other print and digital materials needed in support of CGE leadership.
    • Develop and produce CGE annual report.


  • Intergovernmental relations
    • Work with Intergovernmental Affairs on the City, State, and Federal level on all External Affairs efforts to ensure coordination and alignment
    • Oversee reporting process to Intergovernmental Affairs


  • Public Education and Engagement
    • Develop CGE Public Education and Engagement strategy
    • Foster and manage key relationships with internal and external partners including advocates, stakeholders and principals.
    • Lead implementation of key public education and engagement efforts including Public Hearings, Rallies and Marches, and Town Halls and Convenings


  • Special Projects & Partnerships
    • Lead strategy and implementation of special projects and partnerships
    • Oversee coordination of key events and management of internal and external partnerships with city agencies, academic institutions, consultants, and community partners
    • Manage implementation of CGE responsibilities to all Mayoral Executive Orders


  • Management
    • Supervise the Special Projects Coordinator and department intern(s) and work to develop their leadership and skillset
    • Represent CGE at FLONYC Senior Staff meetings and manage weekly reporting process

Qualifications
  • Bachelor’s degree required; Master’s degree or higher in public policy, communications, or a related field, preferred.
  • Minimum six (6) years’ experience developing and implementing strategic communications programs, with some knowledge management experience, and with experience in government setting
  • Demonstrated experience in managing a comprehensive strategic communications program to advance an organization’s mission and goals
  • Demonstrated skill and comfort in proactively building relationships and demonstrating influence with staff at all organizational levels
  • Excellent analytical and written and oral communication skills
  • Demonstrated ability to organize workload, respond to multiple demands, and meet short deadlines.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Ability to work well in a culturally diverse and team-based environment.
  • Motivation to work independently with limited supervision.
  • Strong background in gender studies and project management
  • Strong management and supervisory skills
  • Strong organizational skills, including attention to detail
  • Ability to synthesize and distill complex material into actionable recommendations
  • Ability to work across racial, ethnic, gender and sexual diversity
  • Energetic and resourceful, organized and results-oriented; a self-starter and team player
