Job Description Summary
The Occupational Safety Manager shall be primarily responsible for the occupational health and safety management of Penn's Division of Facilities & Real Estate Services (FRES). Primary duties include comprehensive occupational health and safety services for skilled trades and housekeeping personnel. The position also works closely with FRES Design & Construction to help ensure contracted construction and renovation projects are completed safely and in accordance with the health and safety requirements of the contracts.
Primary reporting responsibility to the Associate Director for Occupational Safety, EHRS, and secondary reporting responsibility to the Executive Director for Operations & Maintenance, FRES.

Subject matter areas include, but are not limited to, accident/incident investigations, control of hazardous energy (lockout/tagout), electrical safety, fall protection/walking working surfaces, hazard communication, job safety analysis, machine guarding, materials handling & lifting, mobile elevating work platforms, permit-required confined spaces, powered industrial trucks, OSHA 300 injury reporting, and personal protective equipment and ladders/scaffolds.

Job Description

Responsibilities

- Conduct site inspections of work practices/operational procedures, facilities, and equipment. Develop mitigation measures as required.

- Complete or update job hazard analysis/task assessments.

- Develop, conduct, and coordinate health and safety training.

- Review construction and renovation plans for prevention through design and site-specific safety plans.

- Review, update, develop and implement health and safety programs.

- Perform accident/incident investigations and report findings.

- Develop and participate in safety committee meetings and other forms of outreach.

- Analysis and reporting of health and safety data including that related to accidents, injuries and safety audits of tasks and facilities.

- Perform additional duties as assigned.

Qualifications

Occupation Safety Manager A:
-Bachelors of Science in a relevant technical field (e.g., safety management, safety science, industrial hygiene)

-A minimum of 5 years relevant experience required.

-Professional certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) required.
-Advanced degree perferred

Occupation Safety Manager B:
-Bachelors of Science in a relevant technical field (e.g., safety management, safety science, industrial hygiene) preferably in a complex industrial or university environment, with a union workforce including skilled trades or crafts.

-A minimum of 7 years relevant experience required.

-Professional certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) required.
-Advanced degree perferred
-Additional requirements listed below:

  • Extensive technical experience in general safety disciplines including accident/incident investigations, control of hazardous energy (lockout/tagout), electrical safety, fall protection/walking working surfaces, hazard communication, job safety analysis, machine guarding, ladders/scaffolds, material handling & lifting, mobile elevating lifts, OSHA 300 record keeping/reporting, permit-required confined space and personal protective equipment selection and use is required.
  • Highly specialized multidisciplinary knowledge of hazard evaluation, risk analyses/assessment and communication is required.
  • Experience developing, implementing, and maintaining health and safety programs is required.
  • Experience providing health and safety related training to diverse populations is required.
  • Demonstrated ability to build collaborative partnerships with employees, supervisors, and management to advance safety initiatives is required.
  • Excellent oral and written communication skills required.
  • Ability to effectively communicate with all levels of the workforce including familiarity and experience in a unionized labor environment is preferred.
  • Experience interacting with regulatory agencies is preferred.
  • Experience with basic industrial hygiene including exposure monitoring and evaluation of engineering controls including exhaust ventilation is strongly preferred.
  • Knowledge of basic computer software (Microsoft Office) is required. Experience and familiarity with other safety- focused database applications is preferred
