About the Role:

The Program Associate will provide project management, analytical and technical support for two programs within the Office of Operations:

The Consolidated Plan/ Action Plan: The Consolidated Plan and Action Plans (“Con Plan”) are NYC’s application to HUD to access funding from federal block grant programs that are used to address affordable housing, homelessness, supportive housing and community development needs. Under the direction of The Deputy Director of Accountability and Administration, responsibilities may include but are not limited to:
  • Communicate with HUD staff on routine matters related to the preparation of Con Plan
  • Support submission of documents and act as technical advisor to partner agencies for HUD submission platform (IDIS).
  • Support preparation of letters and notices to Prepare public notices for publication in press.
  • Maintain the Cons Plan Contact List, which includes interested citizens, public officials, public libraries, affordable housing organizations, supportive housing organization, HIV/AIDS advocacy organizations, as well as community development Add, remove, and update contacts as needed.
  • Prepare for bi-annual public hearings, including accommodations, tech needs and
  • Assist the Con Plan’s Program Manager with communicating plan requirements and budgetary amendments to grantee

Scorecard Street and Sidewalk Cleanliness Ratings: The Scorecard program rates the cleanliness of New York City’s streets and sidewalks based on regular assessments conducted by a team service inspectors employed by the Mayor’s Office. Under the direction of the Manager of Performance Observation, responsibilities may include but are not limited to:
  • Assist with fleet management, including liaising with the Department of Citywide Administrative Services (DCAS) to troubleshoot electric vehicle issues, monitoring fleet, and producing fleet reports through Geotab (DCAS telematics system).
  • Regularly review, update, and distribute inspection schedules and program
  • Execute regular publication of Scorecard ratings (monthly publication to CPR and Operations website, Scorecard, and Business Improvement District (BID) reporting in the semi-annual Mayor’s Management
  • Complete monthly/ quarterly analyses of Scorecard ratings, including identifying new external data to assess street cleanliness trends (e.g. foot traffic data, litter baskets locations, DSNY’s 311 SRs, ).
  • Deploy existing quality assurance (QA) procedures, including photo cataloging, senior rater ride- alongs, and cross-check
  • Review, update as necessary, and maintain documentation of program policies, procedures, and data processes.
  • Manage projects for long-term program Possible examples include: fully deploying Garmin devices to replace paper maps; updating methodology for Scorecard sample (or regularly deploying re-draws of the sample).

Preferred Skills and/or Qualifications:
  • Bachelor’s Degree + 4 years minimum professional experience, or Master’s Degree + 2 years minimum full-time professional experience
  • Experience drafting and maintaining project plans, status reports, and schedules
  • Experience facilitating meetings, including scheduling, drafting agendas, preparing materials, compiling and sharing summary notes
  • Strong written and verbal communication skills
  • Demonstrated project follow-through, ensuring projects are managed to completion
  • Highly organized and detail-oriented with the ability to prioritize between conflicting demands and the flexibility to meet unpredictable demands
  • Ability to work independently and as part of a team; has initiative, persistence and a positive attitude
  • Ability to embrace and comprehend new technologies and software, and pioneer solutions to improve operational efficiency
  • Analytical skills with experience in data collection, data analysis and performance reporting, both qualitative and
  • Interest in urban issues, especially New York City government, housing, grants and/or quality of life issues
  • Advanced knowledge of Microsoft Word, Excel, and PowerPoint


Commensurate with experience. Budgeted annual salary for the position is $54,100-$73,098.
