Payroll Tech I Salary Range: $3,338 -$5,407 per month. Hiring salary is anticipated at $4,000 - $4,609 per month commensurate with education and experience.

Payroll Tech II Salary Range: $3,505 -$6,005 per month. Hiring salary is anticipated at $4,200 - $5,548 per month commensurate with education and experience.

Position Summary:

Payroll Tech I: Under direct supervision, perform standardized duties necessary to appoint and pay Student Employees in the PeopleSoft and PIMS database.

Provide high level of customer service to student employees, staff, faculty, and management with walk-in customers at the front desk reception in Payroll.

Provide information on payroll and personnel, provide guidance and assistance on processing routine matters such as answering questions and communicating established policies and procedures to customers.

Maintain and monitor employee leave records; run queries; review, audit, reconcile and correct data; compute net pay; process time reporting records, leave accruals, entitlements, judgments, levies, garnishments, and wage withholding orders; enter payroll and personnel transactions; prepare documents; verify and audit information in preparation for release of payment; respond to payroll requests; and may prepare basic reports and worksheets.

Reviewing payroll related HR transactions for completeness and accuracy; troubleshooting errors and providing guidance to HR for corrections; assisting with the implementation of PeopleSoft projects and testing; and participating in PeopleSoft teleconferences, meetings, and trainings. The Payroll Technician serves as back-up to the Payroll Manager on all payroll related issues.

Payroll Tech II:

Under general supervision of the Manager of Payroll Services, the Payroll Technician II processes a full range of confidential, technical payroll and personnel transactions. Ensures timely and accurate pay across campus. Such transactions include calculating pay for staff, management, tenure and tenured track faculty, temp faculty, student assistants, instructional students, and graduate student employees across various pay plans within the CSU i.e. annual, 10/12 pay plans, 11/12 pay plans, academic year, summer session pay, cruise, and special consultants. Employment status transactions such as promotions, demotions, appointments, probationary, leave of absence, reclassifications, retirements, and separations. The incumbent will also handle a wide variety of troubleshooting, resolution and answering questions across all collective bargaining units on campus, state and federal laws, technical letters, MOU's and policies. Calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments, and court ordered wage withholding orders. Calculates leave accruals and updates the campus ERP/HRIS PeopleSoft system. Incumbent will learn and update two databases, Payroll Input Management System (PIMS at the SCO) and PeopleSoft CMS for all transactions. The Payroll Technician works closely with the State Controller's Office, other state agencies, serves as a member within the campus Payroll team and takes lead work direction from the Payroll Manager.

About California State University Maritime Academy:

Established in 1929, California State University Maritime Academy, a campus of the California State University, is the only degree-granting maritime academy on the West Coast. Located on the scenic Vallejo waterfront, the campus serves a student population of approximately 1000 undergraduates and 50 graduate students.

Cal Maritime offers seven baccalaureate degrees in Business Administration, Global Studies and Maritime Affairs, Facilities Engineering Technology, Marine Engineering Technology, Mechanical Engineering, Marine Transportation and Oceanography. The undergraduate curriculum includes licensing programs for future merchant marine, coast guard and naval reserve officers. Cal Maritime also offers a Master of Science in Transportation and Engineering Management degree, as well as a number of extended learning programs and courses.

Major Responsibilities:

Payroll Tech I

Student Assistant and Hourly Employee Pay Processing:

 

 

  • Ensures timely & accurate processing of all positive payroll including student assistants, hourly employees, and special consultants through HRIS PeopleSoft system.
  • Processes Student Payroll Action Requests and Personnel/Payroll Transaction (PPT) forms into the State Controller's Office system.
  • Reviews personnel and payroll forms for completeness and accuracy
  • Calculates & processes overtime and differential payments
  • Assists employees with payroll inquires


Employee Payroll Processing:

 

 

  • Processes various employment status transactions such as appointments, promotions, reclassifications, and reassignments into the State Controller's Office System
  • Calculates pay for staff, management, & faculty across various pay plans within the CSU i.e. annual, 10/12 pay plans, 11/12 pay plans, academic year, summer session pays, and special consultants
  • Calculates leave accruals and updates HRIS PeopleSoft system
  • Runs Daily Payroll Report for payroll reconciliation.
  • Provides daily payroll clearance to cashier
  • Runs Master Payroll Report and reconciles against monthly attendance reports.
  • Runs and formats daily and monthly reports for the Payroll Office and campus reference/use
  • Provides clerical assistance for the Payroll Office as needed.


PeopleSoft Responsibilities:

 

 

  • Monitors & reviews Peoplesoft self-service transactions for absence management, time & labor, and troubleshoots errors
  • Represents Payroll on PeopleSoft implementation projects and testing
  • Collaborates with the Employment Services and Information Technology department in development of positive payroll reports & processes
  • Participates in PeopleSoft teleconferences, meetings, and trainings


Payroll Tech II

 

 

  • Apply a thorough knowledge of payroll/personnel transactions and perform the full range of moderately complex payroll/personnel transactions with a greater degree of independence for all employee categories within both systems of PeopleSoft and PIMS, the State Controller's pay system; independently select, interpret and apply the proper rules and regulations, which may not specifically be covered by precedents or existing CSU, state and governmental guidelines.
  • Independently process and complete payroll/personnel transactions such as appointments, change in status, leaves, and separations; calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments and court ordered wage withholding orders; calculate leave accruals; process, audit and troubleshoot time reporting records within Absence Management and Time and Labor, entitlements, disability processing, judgments, levies, garnishments and wage withholding orders; review, audit, and reconcile data; maintain files; perform mathematical calculations; determine transaction codes; ensure completion of documents for processing; and enter and maintain data integrity in databases.
  • In addition, perform diverse duties involving a wide range of procedures and apply various rules, regulations, and polices to determine pay and accruals. Use initiative and judgment to analyze information and determine a course of action within the specifications of standard practice and established guidelines. Prepare and review documents for accuracy; calculate, process and reconcile a diverse range of moderately complex payroll/personnel transactions for a variety of pay plans, work schedules, categories of employees, leave statuses, and accruals; verify and audit data prior to release; determine appropriate codes; identify and calculate over-payments; coordinate collection activities; reconcile work schedules; and provide guidance and assistance to campus payroll users.
  • Work with representatives of other State agencies; run queries, validate results and prepare spreadsheets; draft and prepare memos; respond to inquiries relating to payroll/personnel rules, regulations, policies and procedures and prepare reports.
  • Participate in the testing of software upgrades/CHRS and implementations as related to the position; review pay programs and assist with troubleshooting.

  • Experience: Equivalent to one year of general administrative experience in payroll and human resources recordkeeping and data entry which has provided the above knowledge and abilities.
  • Education: Any equivalent combination of education and experience which provides the required knowledge and abilities
  • Knowledge of general payroll procedures
  • Ability to interpret policies and procedures and apply sound decisions under direct supervision.
  • Knowledge of personal computer software such as Microsoft Office, i.e. Excel, Word, PowerPoint, ERP/HRIS and data management systems.
  • Communicate clearly and effectively, orally and in writing using good business English and appropriate terminology.
  • Ability to work in a fast-paced environment and have good customer services skills.


Payroll Tech II Required Qualifications:

 

 

  • Experience: Equivalent to two years of payroll and personnel experience which has provided the above knowledge and abilities.
  • Education: Any equivalent combination of education and experience which provides the required knowledge and abilities.
  • Knowledge of general payroll procedures
  • Ability to interpret policies and procedures and apply sound decisions under direct supervision.
  • Knowledge of personal computer software such as Microsoft Office, i.e. Excel, Word, PowerPoint, ERP/HRIS and data management systems.
  • Communicate clearly and effectively, orally and in writing using good business English and appropriate terminology.
  • Ability to work in a fast-paced environment and have good customer services skills.
  • Excellent payroll business math skills (e.g. the ability to correctly calculate salaries, disability payments, percentages).
  • Excellent organization and time management skills to handle a heavy workload, changing priorities, and competing deadlines.
