Job Description Summary
The Leonard Davis Institute of Health Economics at the University of Pennsylvania (Penn LDI) is a mission-driven organization, dedicated to improving health and health care by catalyzing collaborative, multidisciplinary research that influences policy and practice. Penn LDI is powered by a team of dedicated staff who are committed to creating impact through better health policy and health care, and we are currently looking for a new Policy Analyst to join our team.

Job Description

The Policy Analyst will provide instrumental support and provide a policy lens for multiple facets of Penn LDI's work, with a focus on policy-related content, convenings, and analysis. These duties provide exposure to many aspects of health policy and cutting-edge health services research. This position is an exciting growth opportunity for an individual interested in creating and facilitating impactful work in influencing and improving health care access and coverage, health equity, care for older adults, the opioid epidemic, and population health.

The Policy Analyst must have exceptionally strong writing skills. The Policy Analyst is responsible for developing primary policy content, including briefs and white papers, on a variety of health policy topics. This includes conducting academic and library research, synthesizing research publications and expert input, and creating written products that clearly communicate the work's context, policy relevance, and policy implications. The Policy Analyst will also contribute to policy content in other formats, including but not limited to: blogs, abstracts, research snapshots, grant submissions, newsletters, infographics, visual abstracts, and some event materials.

The Policy Analyst will help develop and shape multidisciplinary virtual and in-person convenings in targeted policy-relevant areas. This includes identifying relevant participants, conceptualizing the meeting framing, drafting the agenda, providing day-of facilitation and support, completing any meeting action items, and facilitating the completion of any related products.

The Policy Analyst will also advise on policy implications around new research and knowledge in the health services research and health policy fields. This includes the reviewing, recognizing, and identifying health policy-related work at Penn, as well as a current knowledge of the national context of this work in academia, government (local, state, and federal), and industry. The Policy Analyst will serve as an in-house expert about "hot topics" in health policy, recent or upcoming health-related legislation, and policy areas that are primed for impactful, evidence-based research.

Qualifications

A Master's Degree in public health administration, health policy, or other relevant field is strongly preferred and 5 years of experience in a health policy-related field, or an equivalent combination of education and experience, is required. Subject area expertise in one or more LDI focus areas (health care access and coverage, health equity, improving care for older adults, opioid epidemic, population health) is strongly preferred. Experience at a federal government department or agency is a plus.

This role requires exceptional research, writing, and project management skills, effective communication with multiple constituencies including faculty, staff, internal and external partners, professional organizations, advocacy groups, thinktanks, and government agencies, and the ability to work in a team-oriented, collaborative environment. The Policy Analyst must be detail oriented, excel at problem solving and multitasking, and be a self-starter with a results orientation.
