The Shared Services Group provides the core business services that support the administration of ISC.

The IT Director of Shared Services Systems and Tools is responsible for leading the program that enables ISC to run IT like a business. The portfolio includes but is not limited to the following systems and functions.
- IT Financial Systems - Budgeting, Billing, Costing, Accounts Receivable,
Performance Dashboards
- Workflow/Service Management Systems - Incident, IT Request, Service
Catalog, Inventory tracking, Change Control/Management
- PMIS/Time Tracking - Timekeeping, Resource Management
Current technology consists of Apptio, Remedy, Planview and Zoho Creator.

Job Description

The Systems and Tools Director works with ISC clients and stakeholders both internal and external to the ISC organization to set the strategy and tactics for maintaining and enhancing the core management systems that optimize IT service delivery. The Director will mature and formalize this operation, which includes ensuring documentation is created for supported systems and establishing standard operating procedures, governance and metrics around the function. The Director will determine priorities and oversee work for a team of Business Systems and Financial Analysts and IT System Support staff. They will develop user stories, create and execute against a roadmap for enhancements to existing systems, identify and implement new automations. This role functions as the owner for ISC / Shared Services supplier relationships for the Systems and Tools group and is responsible for ensuring Penn needs are known and when possible incorporated into supplier product development roadmaps. The incumbent is also primarily responsible for representing ISC Systems and Tools team in external communities of practice; functioning as a thought leader in areas such as Technology Business Management and the Remedy User Groups; leading training and promotion of supported systems on campus. It is expected this role will have a hands-on approach and have the basic knowledge and skills necessary to cover for each of the members of a small team when required. Finally, the director will actively engage their staff to ensure a healthy, collaborative work environment exists and staff are developed to their highest potential.

Primary Responsibilities
  • Work directly with stakeholders to facilitate and ensure the effective planning, development and execution of new automations and system enhancements
  • Provide and contribute to the strategic and tactical direction of technology used to support ISC's service delivery and billing/chargeback operations
  • Responsible for proactively looking, in close coordination with ISC leadership and service owners for ways to streamline and improve the delivery of services through improved workflows and enablement of data informed decisions
  • Coordinate the opportunities and needs with all levels of ISC management to ensure opportunities for new technologies, new procedures/methodologies and improved services are identified
  • Ensure successful on-time completion of recurring batch processes such as data-loads and monthly billing
  • Assist with complex information and analysis requests
  • Ensure regular patching of systems, appropriate licensing and quick effective response to incidents occurs for responsibility areas
  • Review proposals for new systems, enhancements etc. Lead and/or actively participate in negotiations, RFx's, product evaluations
  • Develop and lead training, outreach and stakeholder engagement efforts to foster full adoption of supported systems/functionality
  • Identify and report KPI's, metrics on a monthly basis around finance, customer satisfaction, team development, process improvement, etc. - balanced scorecard


Qualifications
Bachelor's Degree with 3-5 years of related experience with a minimum of 5 years of experience with Project Management/Leadership on progressively complex and large scale projects (enterprise-wide) or equivalent combination of education and experience is required. Substantial project management skills with exceptional communication skills; previous client collaboration and cross functional team interactions. Strong leadership ability as well as innovation and creativity in delivering infrastructure solutions. Must possess knowledge of Information Technology, IT Service Management and Financial Management concepts. Must have the ability to lead efforts to assess the competitiveness of new technologies in relation to the overall goals and objectives of the University. Excellent verbal and written communication skills. Must be able to manage multiple concurrent initiatives. Experience in a matrixed organization structure a plus.
